一 |     “내년 예산안에 채무 건전화 계획” “미래기금, 국회서 통제 ”설명도 이 대통령, 중앙지방협력회의 주재 “균형발전은 시혜 아닌 필수” 강조                    이재명 대통령이 26일 청와대에서 열린 중앙지방협력회의에 참석한 오세훈 서울시장과 악수하고 있다. 청와대는 내년도 예산안 발표 이후 “상당히 많은 국가채무가 줄어드는 것을 보게 될 것”이라고 밝혔다. 김지훈 기자 청와대가 내년도 예산안 발표를 앞두고 “상당히 많은 국가채무가 줄어드는 것을 보게 될 것”이라고 밝혔다. 정부가 초과세수로 100조원 이상의 ‘미래대응기금’을 신설하는 것과 관련해 보수 진영이 재정건전성 악화를 초래할 것이라고 비판하자 직접 대응에 나선 것이다. 청와대 관계자는 26일 기자들과 만나 “내달 1일 공개되는 내년도 예산안을 보면 상당히 많은 채무가 줄어드는 것을 보게 될 것”이라며 “국가채무에 대한 건전화 계획이 없는 것이 아니다”고 밝혔다. 이어 “내년에도 그런 계획을 가지고 있다”면서 “올해 추가경정예산에서 국채를 상환했고, 내년에는 국채를 덜 발행하는 방식으로 실질적으로 상환하는 규모가 상당히 있다. 이 정부가 상당히 건전하게 재정을 관리하는 정부라는 것을 나중에 알게 될 것”이라고 자신했다. 청와대는 그러나 초과세수를 전적으로 국가채무 상환에 사용하는 것은 바람직하지 않다는 입장도 재확인했다. 이 관계자는 “(초과세수를) 다 쓸 수도 없고, 다 쓴다는 것이 매우 무책임한 것 같고, 국가채무를 다 갚는 것도 적절한 책임성에 맞지 않는 것으로 본다”면서 “(미래대응기금은) 예정된 국정과제를 실천하기 위한 하나의 툴(도구)을 만들었다고 봐 달라”고 설명했다. 야권은 미래대응기금의 기금운용계획변경안을 국회 제출 없이 대통령령으로 변경할 수 있다는 점을 들어 ‘정권 쌈짓돈’이라고 비판하고 있다. 이에 청와대 관계자는 “국회의 심의와 통제를 분명히 받는다. 대통령령으로 정한다 해도 기금의 일반적 특성을 벗어날 수 없다”고 반박했다. 미래대응기금을 기본소득 등 복지예산으로 전용하는 것 아니냐는 우려에 대해서도 “복지지출은 영구적으로 지출해야 해 일반회계에서 마련해야 하고, 미래대응기금은 3~4년의 시한을 설정해서 효과를 거둘 수 있는 사업에 쓰게 될 것”이라고 말했다. 청와대는 미래대응기금을 운용해 국채를 상환하는 것 이상의 수익을 낼 것이라는 점도 강조했다. 이재명 대통령은 청와대에서 중앙지방협력회의를 주재하고 “강력한 국토균형발전 정책이 추진돼야 하며, 이는 선택이나 시혜가 아닌 대한민국의 생존과 지속 가능한 성장을 위한 필수 전략”이라고 강조했다. 이 대통령은 오세훈 서울시장 등 민선 9기 광역·지방자치단체장들과 만나 “현재 대한민국이 안고 있는 모든 큰 문제의 출발점은 극심한 국토 불균형”이라며 “이 때문에 국가 전체의 효율성이 저하되고, 국가경쟁력도 잠식되고 있다”고 말했다. 이 대통령은 3대 메가프로젝트를 국토균형발전의 핵심 정책으로 꼽으며 “초격차 전략 산업의 다극화는 전국이 더불어 발전하는 모두의 성장 시대를 여는 열쇠가 될 것”이라고 말했다. 이어 “정부는 3대 메가프로젝트와 함께 지방 주도 성장을 뒷받침할 차세대 전략산업 육성에도 총력을 기울이고, ‘5극 3특’을 중심으로 산업과 일자리를 키우고, 주거와 교육·복지 등의 정주여건 개선 지원에도 만전을 기하겠다”고 약속했다. 회의에 참석한 우상호 강원특별자치도지사는 “SK가 강원도에 오겠다고 약속하면서 강원도 젊은이들의 눈빛이 빛나고 있다”고 말했고, 이철우 경북도지사는 “전남은 대통령을 잘 뽑아서 잘될 것 같은데, 우리 지역 대통령들은 뽑아줘도 잘 안 해 주더라”고 말했다고 강유정 청와대 수석대변인이 서면브리핑을 통해 전했다.  。    A Mexican official on Monday confirmed a shocking video that emerged over the weekend of cartel gunmen forcing the drivers of about a dozen tanker trucks to dump their entire loads of gasoline into a field.The official, who was not authorized to be quoted by name, said the incident occurred last week in the border city of Matamoros, across from Brownsville, Texas, and was under investigation.The official said the gunmen had apparently forced the truck drivers to line their parked vehicles up on a dirt road to dump their cargo.Asked about the videos, President Andrés Manuel López Obrador acknowledged “there is resistance from criminals” in the area, long known for cartel violence, adding that “We continue to confront them.”In the video, a presumed member of the cartel can be heard mentioning the Gulf cartel faction known as The Scorpions, and saying all trucks carrying gasoline would suffer the same fate unless “they get in line,” or pay protection money to the gang.In the video, open valves on the bottom of the tankers could be seen spewing gasoline like fire hoses, as armed men looked on. “This is going to happen to all the grasshoppers,” a man's voice can be heard saying, an apparent reference to Mexican gang slang that compares those who “jump” through a cartel's territory to the hoppy insects.Criminals in the border state of Tamaulipas have long drilled into state-owned pipelines to steal fuel, but now an even more complex situation is taking place.Because of cross-border price differentials, it is sometimes profitable to import gasoline from Texas and sell it in Mexican border cities in Tamaulipas. López Obrador's administration has long complained that many of the truckers mislabel their cargo to avoid import tariffs.Others legally import U.S. gasoline, a practice the Mexican government dislikes because it reduces sales for the state-owned oil company.“We are there to protect the citizens of Tamaulipas, so they don't have to buy stolen or smuggled fuel,” López Obrador said Monday.But the Gulf drug cartel apparently demands money from both legal importers and those who seek to avoid paying import duties.One businessman who asked not to be identified for fear of reprisals said the gang is demanding a payment of $500 per truck even to allow legally imported gasoline through the city of Matamoros, an important border crossing.The businessman added that Tamaulipas authorities often provide escorts for tanker trucks precisely to prevent such attacks.It was the latest instance of lawlessness in Matamoros, where in March four Americans were shot at and abducted by a drug gang.
